Definition. Comprehensive streamlining of processes, formalities, procedures, documents handled by institutions and agencies involved with trade, supported by improved legal and regulatory framework, institutional strengthening, information technology solutions, and improved human resources.

Overview. Regulatory controls at the border are performed by a large number of border agencies with different mandates and priorities, usually belonging to separate line ministries. Customs, immigration services, phytosanitary or veterinary control agency, drug enfocement administration, standard agency, road authority are only a few of the many agencies present at the border, although users tend to assimilate all of them as "customs". Heightened scrutiny over security or health risks (SARS...) and close attention to problems of illegal immigration have led agencies to reinforce their level of controls to avoid such occurence. While these official mandates are legitimate, they require careful implementation considering their total impact on users. The introduction of new requirements should follow consultation with both users and implementing agencies to optimize the integration of these requirements (documents, information flows, shared information system...) in a seamless flow.

Recommended measures include the development of integrated border management across these administrations, and across border in the form of joint border posts. The modernization of controls on specific type of goods (animal, plant, vegetable) can play a major role in reducing undue controls in inappropriate conditions considering risk levels. Beyond the necessary streamlining and harmonization of procedures linked to this modernization, the implementation of integrity programs plays a major role in changing practices towards facilitation.
